You have probably read that an EU server ignores the DMCA. Half of that is right, and the wrong half is the half that decides things.

As a United States instrument that letter does nothing here: Bulgaria gives us no takedown clock to run and no counter-notice to file. What data retention law applies in Bulgaria?

Bulgaria kept a retention rule after the EU directive fell: Art. 251b of the Electronic Communications Act obliges undertakings providing public electronic communications networks and services to hold traffic data for six months. It is aimed at carriers, not at a customer's VPS, and it does not reach into a machine we keep no access logs for.
